Create modal window for more information about each data file #26

For each data file, I would like to click on the title field, so that I can see more data that is available for this package.

This would be data we hold in the metadata (direct & derived). We can specify the layout and contents in a new issue - the task here is to create this functionality (in dev)

@stevieflow we cannot create the functionality with nothing inside. The issue needs to specify what should be in the pop up window. I don't know if this issue is still valid. Do we still want this?

Do we have it in the user stories? I don't remember the rational behind it.

@morchickit @stevieflow the rational was to be able to display information that was not captured in the table.

We also found support for this as we progressed the Registry, as we a) built up more metadata derived from the published files and b) rationalised the data available in the main table
