For interoperability with other data, the company number is ultimately preferable. It also picks out a longer-running status of an organisation (I understand from XXXX that it is possible for company to become a charity, then unregister as a charity, whilst retaining company number - but if a charity converts its underlying legal form it has to change number...)

@KDuerden - is this reflected now in our guidance?
There is publicly available guidance about which Org IDs to use. We don't explicitly say to prefer charity over company number though from what I could see
The guidance at http://www.threesixtygiving.org/standard/identifiers/#toc-organisation-identifier states that a Companies House number should be used before a charity number (if both are available)
This might need revising, given evidence we have seen in that publishers default to using charity identifiers for grantees.
