From discussions with Spend Network (paraphrased):
"One thing the data doesn't currently include a source reference, so we can't know where you got the data from. It would be really helpful to provide an audit trail for the source of the data and a date when you accessed this information. The reason for this is for example we currently processing X data on spending, if you sourced the 360giving data from those same files then I need to make sure we exclude X data as we'll already have it."
The next iteration of the standard should consider how provenance information can be communicated along with data files...
