Update to add non-normative guidance on publishing grants to inds

This adds a new section to the non-normative part of the documentation site, as well as data preparation templates.

As this content is all in the non-normative parts of the Standard, this can be approved and merged without reference to Standard change management governance process.

Please review and if you're happy merge into the live site. There may be a related task to merge changes made since this branch was set up.
