What steps will reproduce the problem?
1. Make a Merged patch pr save a plugin

The From version and Header versions are incorrect.

What is the expected output? 

Form Version: 43
Version: 0.940000

What do you see instead?

Form Version: 15
Version: 0.850000

What version of the product are you using? On what operating system?

Dev version
