Add Bootsplash #15

I never seem to remember to do this and am always seem to be too busy when coreboot does a release.

I created this a while ago and uploaded the GIMP file https://github.com/Thrilleratplay/bootsplash-coreboot

I just need to save it in a format and resolution that will work with libgfxinit. It is not a priority of mine at the moment so pull requests are welcome.

I think I figured out the required parameters required for the BMP to appear for SeaBIOS however, there does not seem to be away to add it without compression due to size and cannot compress it and then add as the headers will not match.

It will likely require https://review.coreboot.org/c/coreboot/+/42806 to be merged.

Completed and included in the latest seabios branch.
