Previous/next arrow bugs

Description Multiple bugs exist in the previous/next arrows when releasing mouse button outside of arrow:

• Game does not stop scrolling
• Fade out texture even if text isn't long (image 1)
• Error spam in devtools console when releasing button on a button that exists the screen (image 2)

Reproducing Steps to reproduce the behavior: (if applicable, otherwise remove this section)

1. Go to expedition screen
2. Click and hold down Next arrow 3a. Move mouse away -> game keeps scrolling. If you hover over expeditions while it's scrolling, text fade out graphic shows. 3b. Alternatively, click and hold on the Next/Previous arrow, quickly hover port button and release it. This will cause spam in developer console.
