説明 軽空母が対潜ボーナスのある装備（九七式艦攻(九三一空)など）を装備していて、対潜値が必要対潜値以上になる場合、ボーナス分が対潜値の計算から除外されるため対潜先制爆雷攻撃が発動できない
このバグは艦これ攻略 Wikiにも記載されている
When CVLs equipped with equipment with ASW bonus (like Type 97 Torpedo Bomber (931 Air Group)) and total ASW value meets the requirement of Opening ASW, Opening ASW still cannot be performed because the equipment ASW bonus is not included in ASW value calculation.
This bug is also mentioned in Japanese KanColle Wiki
バグの再現方法 Lv34大鹰に九七式艦攻(九三一空) 2、天山村田 1を装備し、対潜値が65にする
この場合の大鹰は対潜先制爆雷攻撃の要求が満足されているが、対潜先制爆雷攻撃が発動できない
Equip Lv.34 Taiyo with Type 97 Torpedo Bomber (931 Air Group) 2 and Tenzan Model 12 (Murata Squadron) 1, which made her ASW value reach 65
The Taiyo still cannot perform the opening ASW even though she meets the requirement of opening ASW in theory.
