Structures off setting still spawns vessels #95

1.19.2 forge. In my modpack, I have paraglider stuctures set to off in the common config, but they still spawn. Please fix Ive disabled their features

Known issue since 1.18; you need to disable structures manually via datapack. See #48. It'll be better if I can control structure generation with config values, but frankly I don't know how to do that, so it is what it is.
