IMO #1103 points out, that there should be some type of "notification" for admins. ... and ... a type of "contact other users" if a user want's to get in touch with an other user. ...

We've rejected this kind of thing in the past because of worries about spam but thus far spam hasn't proven to be an issue on TiddlySpace, so perhaps there are ways around it.

At the moment anyone who wants to can tag something \@anotheruser but unfortunately the mechanism isn't in place to make those tiddlers visible. I use tapas and atboxer for such things. tsbar was supposed to (and will hopefully) make them visible to all.

Not really. There's been an unfortunate cycle going on in Osmosoft for years now that goes something like this:

a reorg, someone quitting, someone getting hired, someone leaving for unknown reasons, new management structure etc throws everyone out of wack on priorities
things settle down
people make a plan, including "we really need to do that tsbar thing"
begin the process again
