May be empty.html should get an improved GettingStarted. So there may be deeplinks to the ControlPanel - Plugins tab. So new users can find them more easily. ....
Also a link to the existing editions http://tiddlywiki.com/#Editions and http://tiddlywiki.com/#Community tiddlers may be an option, to improve discoverability.
Anything that will help users get access to Plugins in an organised way I think be good for helping take-up by new users.
I think there is also a case for thinking through the tags that best categorise plugins (not just "official" ones). If it could be consistent--and maybe even be a required default when making a plugin to assign at least one from a "recommended" list--it would, I think make discovery mechanisms like Erwans Community Search &, longer term, Twederation much more effective.
It is very interesting whether end-users who are not tech minded are interested in what TiddlyWiki can do, in principle. I think they are much more interested in seeing "editions" (i.e. specific applications) at work, in fact.

The first thing you think when start using tiddlywiki: This is awesome! how many possibilities! I have to do something with it, but... what?
The first thing that comes to mind is making search actually work in both the listing of installed plugins as well as the library modal.
