Added feature that allows the admin to configure flags which allows annonymous users access to read/write to tiddlers

Thanks @webplusai I'll merge this now.

We need to focus on documentation. We do have an issue is how to expose the docs to end users. We will figure that out, but in the meantime we should continue to use $:/plugins/tiddlywiki/multiwikiserver/readme and $:/plugins/tiddlywiki/multiwikiserver/docs. Given the discussion above, it would be helpful to add documentation for all the configuration tiddlers.
