Release 2.10.0

This PR is created to encourage the release of 2.10.0. It may still recieve some minor updates and fixes.

Todos to complete the release:

• [x] review upgrading instructions (HowToUpgrade; may be clarify which savers support upgrading without SUpP); ideally, include them into the core itself (minimum: the link)
