Unable to add channel

What steps will reproduce the problem?
1. sudo pear channel-discover pear.xine.eu
2.
3.

What is the expected output? What do you see instead?
Should add channel to the pear channel list. But the output was,

Discovering channel pear.xinc.eu over http:// failed with message: channel-
add: Cannot open "http://pear.xinc.eu/channel.xml" (Connection to 
`pear.xinc.eu:80' failed: Connection refused)
Trying to discover channel pear.xinc.eu over https:// instead
Discovery of channel "pear.xinc.eu" failed (channel-add: Cannot open 
"https://pear.xinc.eu/channel.xml" (Connection to `pear.xinc.eu:443' 
failed: Connection refused))

What version of the product are you using? On what operating system?
Ubuntu 9.10

I reccently added a pear channel where you can download the xinc package

sudo pear channel-discover pear.ctrl-zetta.com
sudo pear install ctrl-zetta/Xine

pear.ctrl-zetta.com is NOT working either.
