xinc.eu requesting authentication #214

What steps will reproduce the problem?
1. Visit http://xinc.eu 

What is the expected output? What do you see instead?
* view the page at http://xinc.eu

Instead, we are prompted for authentication, with the message:
A username and password are being requested by http://xinc.eu. The site says: 
"Subversion Repository"

because of this problem is not allowing to install the pear

and for that same reason, xinc is slowly but surely dying/dead.
