Add Trigger and Sensor #246

Add as core task Trigger, move cron and scheduler under it and add sensor as 
new trigger, which will monitor the existence of a file (by using file_exists 
not by FAM (yet)).

Rewrite most parts of core to get "forcing builds" working. But that needs 
inter process communication (via socket, dbus, ...?) which doesn't exists at 
the moment. So no outer process can inform our server.

The changes cleans up plugin parts, core parts and so on. Also update 
documentation for this change.
