Select keyboard language from client #1417

Hello there!

Is it possible to add on the development roadmap the availability to manually select the client keyboard language to use instead of using the server default one? If yes, please add this feature also on NoVNC.

That would be nice. Would hopefully avoid the issues on #93.

The big hurdle is probably how to identify layouts. As far as I know there is no standard way to identify keyboard layouts. Every system does their own thing.
