Migrate to pyproject PEP-621 #96 #102

Move away from setup.py, requirements.txt etc.
Also brings support for Python 3.12; utcnow depreciation.
Remove Pipfile since it's a module and the dependencies are in pyproject.toml.
Format with black.

Closes #96
