Allow for VatExoneration reason code `VATEX-EU-79-C` #4

BT-121 (Tiime\EN16931\DataType\VatExoneration) is not fully compliant as it does not contain the value VATEX-EU-79-C introduced in version 6 of the code lists values (published 2020-09-04).

Hi there, I would like to work on this issue, but just to confirm does it just consist of adding another council directive case with the new value? And how should it be named?

Hi @win20, welcome! Yes, that's right. I guess we should name it COUNCIL_DIRECTIVE_79_C to keep consistency w/ other cases.
