Include recency statistics #8

Include four recency statistics, the two described in Butts (2008) and the two described in Vu et al. (2017).

Recency statistics rrank_send and rrank_receive written by Fabio are included. The statistics recency_send and recency_receive have to yet to be added. Also, testthat files for rrank_send and rrank_receive should be written.
