This update adds full support for TileDB -2.17.0 and adds all of its new features.

~~Failures have been fixed by TileDB-Inc/TileDB#4336, which also adds a test to verify that static linking works. We might want to backport it to release-2.17, c.c. @ihnorton.~~ Nvm, just saw the backport release-2.17 tag on the PR.
