This is the known Webp/CMake/vcpkg issue that has started breaking the libtiledb builds. See https://github.com/TileDB-Inc/TileDB/issues/4857#issuecomment-2045284142

Both jobs against the dev branch of libtiledb passed. The CMake fix was only backported to release-2.22 and release-2.21, so the release builds failed. I'll send a PR now to bump the release branch
