I have a brand new Dell XPS 15 7590.

My power consumption is still up in the 60s to 70s range and my brightness keys don't change the brightness levels. I have followed all of the instructions in this README, which were great and pointed out a lot of things for me!

I'm curious if there's more that can be added to handle my specific case or if I did something wrong.

Try the forked version here which has a script for doing a lot of this.
