Package not included in project after installation #2

I followed installation instructions and observed no errors, but jquery-ui is not in my page, .meteor/meteorite/packages is empty, and .meteor/packages is unmodified, etc. There is no evidence that the package is present in my project.

I ran the app with mrt and then ran the installs again and they worked, so I'm closing this, but it seems odd to me that packages didn't install previously, so perhaps some clarification is in order on the instructions.
