Shows last user image seen for all users

I resolved this on April 7th commit 39bc9b5ae970a5ee986ccf54ddba24cfed21697a. I fixed by adding in the additional logic so set image as a placeholder image in js instead of relying on the html default that would get overwritten since we reuse the popup html
