Add support for applying EZFXLayer configurations to reference animator controller

If someone wants to customize the transition or add behaviors to states, currently one must manually author these in the reference animator controller.

We should add a button to the layer component to synchronize it with the animator controller. This will

• Add layer to right place if not existing
• Add states if not existing
• Not remove states if not in configuration
