Yes. Same islands with the same people/events on them, just different arrangement in the world.

The number of islands will be somewhere around 200? 20 biomes with 10 islands each (Atm idk if this is too much, but if it is, then I'd scale back the number of biomes since I'd still want around 10 islands per biome).

Yes. Generally islands that have more important mainline things (i.e. the dungeon, the village, important hidden stuff) will be on larger islands. Side questy things (i.e. optional upgrades, learning a combat ability from a hermit) will be on smaller islands.

The world will have 4 levels, with each level/altitude having certain biomes which would dictate which islands show up where. At the beginning of a run, the player always starts on the lowest level.

The path up to the next level is difficult, with a "review" of all the platforming and combat the player learned in the current level. Most of the items found in the dungeons in the current level might be needed to complete the path to the next level (depends on rando worldgen since this is "overworld").

Certain biomes will be incompatible with a transformation (symptom is reduced max health temporarily), but the biome the player will show up in at the beginning of a run will always be one compatible for Human, and that will always be the starting transformation for the player at the beginning of a run.

These methods:

Some islands will be close enough to walk over to or jump to, with the chance of a few stepping stone islands between them.

Some islands will have a bridge between them that serve as a connection (NOTE these "bridges" can be vertical too, like a spiral staircase or ladder).

A cable car may be running a route that can take the player to islands. They could either jump into the cable car at any point or board at a station. They could leave by jumping out of the cable car at any point, aiming for a certain island, or get off at a station. This cable car could be missing power and will require fixing a connection somewhere before using it.

Some islands can be reached by using spirit arrows

Some islands can be reached by building a long ladder and letting the ladder fall down connecting two islands together and walking across the gap.

Some islands can be reached by using a grappling hook item and securing both sides of it to trees and hanging onto the rope, shimmying to the next island.

Some islands can be reached by this technique: anchor self to an island via a strap in harness, then shoot a spirit arrow to a target, and the pull to go to where the spirit arrow was shot will pull the island you're anchored to over to the target (if the target is on a different island).

Since islands will want to move back to their original position, the player can cancel that move to the target from the spirit arrow and use the momentum of the island moving back to its original position (fyi the momentum will be greater if the island is further away from its original position) to get a really long jump, propelling themselves to another island (kinda like a slingshot).
