Declare max_compatibility_level of 2 for rules_swift #23

To help repos using sign-here as a bzlmod dep.

This keeps the version at 1.x for compatibility, but I tested this by bumping to 2.1.1 (and removing swift-syntax for the test, which also needs this change). It build sign-here successfully.
