Ex-Pol work in progress #113

We have the ex-pol code in the local directory, but it was not forked from TinkerTools/tinker, therefore it was difficult for you to merge the ex-pol directly on GitHub. We are now adding the ex-pol code to this branch.

This is still in progress.

This code changes, adding an exchange-polarization model for HIPPO, have now been made in the Tinker 8.10.3 update without formally using the pull request mechanism.
