We need to move the menu and remove the current fly-out menu.

[x] Move the menu bar below the header & above the slider
[x] We want to keep our current menu bar design, only also leave space for level 2 nav to open below
[x] We want the menu to be responsive and become an accordion menu like on the current site, that clears the content below.

The accordion menu now works.
