Mechanism to lock the bracket for polycase vertical tilting #17

We need a way to lock this. Ideas include:

bicycle style quick release skewer
rubber gaskets for more friction
some sort of coating/spray?
...

i think the easiest solution here is to include space for gaskets, and then the tightened bolt will hopefully apply enough pressure for friction to hold it in place...

Another option is a torque hinge, but i still worry that envt changes (temp/pressure/humidity/wind/animals) will cause it to move unexpectedly...

A final idea is to have an immobile bracket, but then bring a range of different angles to each deployment)...

my pref right now (as a first step) is to test a hinge with gaskets...
