As seen in the image here, it is a Rocket Miner at it's refueling location, in a refueling state (inventory was cleared).
But if the battery is removed, it'll fly off and return to the same location, but now in a "Mining" state, mining that very area.
It'll then quickly go to an Out of Power state. Giving it a battery then will mine the current area, rather than going back to it's previous "mining" area.
