Electrolyzer doesn't need direct cable connection. To get it work it needs to be placed next to an energy storage block: BatBox, MFE, MFSU, etc. the bigger energy storage capacity, the better. More info about this here for 1.12.2 and lower or in-game wiki for 1.19.2.

The storage level needs to be around 85% and higher.

I ask this question here because it is a similar topic. Ocean Generator does not work in my environment. When I place it on the bottom of the ocean, it does not show a pattern like the Wave Generator. Does the direction of installation, other machinery, or biome matter in order to make it function? 2024-03-27_15 09 40

This isn't related to the topic, but I'll answer anyway. I guess you meant to ask about Ocean Generator image Here is the wiki page. This means that Ocean Generator only generates power when at least 26 blocks of Coral are present.
