Basic Brightness control in settings page

• allow for not needing full brightness
• allow for forcing full brightness
• Allow to adjust timeouts and dimming delays
• allow for whether screen dims/turns off when powered by USB or charging
• Allow to keep display on down to a specific battery level (25%, 50% etc).

A lot of this is now in the web settings, so I'm not sure if it's worth adding them on the watch itself. Maybe only a few things?
