fix solar panel power implementation #53

Solar panel be compliant with other mods's cables and batteries etc

Should be testing with mekanism or te or something at this point

I don't see a mod to test with in 1.20.2 (no neoforge for 1.20.1) but it should be fixed by https://github.com/Tiph-Studios/DysonSphereProject/pull/61
