Org-Scoped Roles can read Organizations #158

All org-scoped roles need the ability to read all Organizations with the 'name' and 'descendants' attributes. This is because at login time, UserManager._create_user_info_dict informs them of what the descendants are for each org of which they are a member.

This is currently failing for the "Serv Dealer Admin" role.

This was not actually the problem. New issue to come momentarily.
