[Pagespeed] Don't load the homepage video on mobiles #120

We should STOP loading the video on mobiles. Even if the mobile hasn't AV1 support, it still download the MP4 file. This causes an huge network payload which should be avoided. The added value of this video bg on mobile is really poor.
