How do you spawn turtles with bait? #43

I keep trying to make turtles spawn but there seems to be no info for what you need to get them to work

By luck I found you need grass for the other animals and squids I just got to spawn naturally

If there was some info for how baits worked what is need to get them to work

The wiki is outdated and does not seem to know that the Squid and turtle bait need to work right

probably water, seagrass, kelp, and sand
