I've solved my problem. For those who might come across this in the future, the solution is to run Wabbajack again. It will re-hash your downloads (which will take a while) and then change the version of SkyrimSE.exe to 1.5.97.
I think the cause was that I ran Skyrim SE from Steam after Wabbajack had finished. When I first ran Elysium Remastered, I had the "zoomed in on the upper left of the screen" problem. I fixed this by changing my Windows resolution, but then re-ran Skyrim SE from Steam to pick up the resolution change. I believe this changed or re-downloaded 1.6.640, so the next time I ran Elysium via MO2, the version was wrong.
I downloaded and installed all files with no issues (thanks for the clear instructions!), but on startup the game immediately exits complaining that I need SKSE64 for game version 1.6.640. Elysium Remastered seems based on 1.5.97 instead. What's going on? Your README says "$20 for Anniversary Upgrade is required" so I assume the AE DLC is required; is that wrong?
