[BUG] CPF Library - can expand/collapse skill even tho there is no description. #83

Steps to reproduce:

  1. Go to e.g. CPF Library > Backend Dev > Programming language bucket
  2. Expand Advancement Level.
  3. Click arrow on skill without description (you see tooltip and button unable to click). Image
  4. Click title of skill (see bug, arrow change its state). Image

Actual result: See steps.

Expected result: If there is no description, clicking on skill title should not change arrow state.
