BETA: Modify flash_eyes proc #153

Does not cause the screen to flash if the mob does not have eyes or if the mob's eyes are weldproof (e.g. IPCs). Works as intended for living mobs, needs multiple players for silicon testing (AI, Borg, drone, etc). Does not remove the stagger or drop effects of a flash/flashbang to maintain game balance.

Verified to be working on local test server.

Now species that don't breathe won't vomit all over themselves when they are near a dead body. Yaaaay!
