Cant get arducopter to achieve a stable take off #406

Arducoper NG or ACM? not sure...it is new if that helps
What steps will reproduce the problem?
1.From flat ground, taking off will cause it to tip over without it getting in 
the air
2.

What is the expected output? What do you see instead? I need it to achieve 
stable flight. It will not take off and hover; it just starts to oscillate back 
and forth and then it tips over

What version of the product are you using? On what operating system? It is 
version 253 on Windows 7

Please provide any additional information below.
We are running 4 Eflite Power 10 (1100 kv) motors with Eflite 40 amp Lite Pro 
speed controllers. It seems that maybe the speed controllers are not responding 
fast enough. The quadcopter is about 31.5 inches from rotor to rotor and weighs 
about 7 lbs. I have tried tuning the PID values but it still will not fly.

This could be that your I term is ramping up too quickly before takeoff. Try 
setting your I gains to zero and try again. Stock params should be pretty close 
on a frame like that. Because this is such an isolated bug report I am inclined 
to think it is either your configuration/hardware, or the APM that you have has 
some sort of an issue. Can you get log files posted after you try the above?
