APM 2.0 randomly boots in a very unlevel state. Rebooting without removing power fixes level. #562

What steps will reproduce the problem?
1.Boot the APM is prep for flight.
2.Upon take off you notice the quad is leaning hard, so hard you can't really 
take off. Check the Mp HUD and you can see level is WAY off. 
3.Hit reset on the APM. The APM reboots and level is fine and you can fly.

What is the expected output? What do you see instead?
Expect the quad to be level, and it's extremely not level. 

What version of the product are you using? On what operating system?
Arducopter 2.9.1

Please provide any additional information below.
Unfortunately, this seems to be pretty random. In the forums, others have 
chimed in saying they see the exact same thing. They've re-done leveling, and 
that has fixed it for them, but the problem always comes back. Just rebooting 
the APM and seeing it instantly fixed for me says it might be a software 
problem.
