ChooChoo workers not working #7

Issue related to workers in any manufactory not working. They are all idle.

Specifically I think it's just not hiding the characters that should be hidden, whether it's a beaver working at a lumber mill or three beavers at a fully staffed district center with no building tasks (the three that aren't the one who gets to sit outside, that is).
