FaceEncodingTracker is now default FaceEncodingTracker now encodes faces on addition, rather than on removal Several bug fixes in the tracker.

@mazrk7 @vbschettino - this PR should fix your issues with changing IDs for your subjects. The default tracker is now using a face recognition pipeline.
