Annotate link does not appear when using Chameleon skin #7

The annotation button is not inserted when the Semantic Text Annotator is used with the Chameleon with any layouts using a horizontal navbar (e.g. "clean" or "navhead").

Ideally additional page tools should be added server side, e.g. using the SkinTemplateNavigation hook.
