Blocking about:config does not completely work #40

What steps will reproduce the problem?
1. Block about:config using CCK Wizard
2. Visit about:config?foo

What is the expected output? What do you see instead?
The expected out put is a page saying "Access to the advanced setttings is 
blocked by your system administrator". Instead the about:config page is shown.

What version of the product are you using? On what operating system?
CCK Wizard 1.3.4 on Windows 7.

Yeah, I thought I was being clever overriding about:config.

Then I discovered it fails for search params.

I'll find another way.

I've checked in a fix for this.

I've gone back to my old method of overriding about:config

Mike, can you release a new beta build including this fix? I'd really like to 
use it for protecting FF 17.0.x.
