Useless for noobs #89

Looks, I'm trying to convert a 70+MB wordpress export file and I need this 
tool... or any other, if it exists (please share a link). However, my knowledge 
of python are 0 and I have no idea about how to use this.
I've read, yes, the read me(s) but I still don't get it - it is just my domain 
of knowledge so it makes no sense to me.
Can anyone, please, share a tutorial for noobs, a step-by-step guide for 
dummies, so I can succeed in using this tool? Please?!

PS If I understood right, I need a server?! I'd like to use this on localhost, 
I have Xampp installed on a Windows 7 machine.
