Fix: Add .env variable for hardcoded smart proxy config

The smartproxy configuration is hardcoded in github API ETL, we need to add .env variables instead for it. The env variables would be

SMART_PROXY_USER
SMART_PROXY_PASSWORD
SMART_PROXY_HOST
