Add a power function that is a constexpr in MSVC - [merged] #219

_Merges bugfix_powconstexpr -> master

Due to the MSVC compiler and the GCC compiler having different implementations of std::pow we implemented our own one from http://prosepoetrycode.potterpcs.net/2015/07/a-simple-constexpr-power-function-c/
